“My computer laptop has windows on it and the windows is messed up doesn’t want to work so if I buy a new computer laptop with windows on it well that carry over to the new one and not work on that one either”

Thanks for your question. Unless the issue with your Windows is a Virus, the issue won't transfer to the new computer. If Windows will run, you should run some type of antivirus software on it (malwarebytes is a free download) to see if that clears up the problem.
