“Does this HP desktop computer has the capability of the monitor being raised or lowered. When I bought it the monitor rests on the original 4 legged stand. I would like to raise the monitor to eye level for me if possible?”

The stand cannot be raised (that capability would be a nice addition to the design...HP, take note) so unless you place it on a sturdy, wide platform of some type, the height you have is all you get.
