“I just returned "the newest, 2020" Lenovo 10 1" Chromebook because the system had a low display scaling and did not allow my daughter to view school maps and certain tests. Is this HP -2 -in-1 14" the right one for her?? THANKS for any advice”

The display scaling is controlled by the Google Chrome operating system, so all Chromebooks are going to have the same scaling range. However, this computer has a 14 inch screen (compared to the 10.1 inch screen on the Lenovo) it's going to have larger text even with the same scaling range, so it should be fine.
