Yes it is. Pack with paper is nice if you need some paper to hold you over till you can pick up more paper later.

It is the same quality. I compared the two before purchasing and the descriptions were the same except for the photo paper and envelopes. I have used the ink, photo paper and envelopes and have not had any problems.
