Since Covid, it looks like HP is using this excuse to not package the cartridges the way they did before COVID-19. Poor excuse to charge customers more!

I buy them separately most of the time - the color lasts much longer than black, as I print more documents without our color logo.

Those HP printer cart packages which sometimes came with photo paper are no longer around at BBY Staples etc. Check the internet.
