The exact card is going to depend on a lot of different things: What is your budget? Are you looking to render in 1080p? 4K? Something else? Are you looking to render individual images or short clips, or an entire video project? How realisitic do you want the rendering to be? How about the video effects for things like pre-recorded video? Without knowing those things (and assuming you want to get the projects done in a reasonable amount of time), you may be able to use something like a GTX 1660. Or you may need to look at a whole graphics-specific workstation. I do have some personal experience with image rendering. I've got a 9th generation i9, 16 gigabytes of RAM, an 850w PSU, and an RTX 3060 video card. To render a moderately complex, moderately realistic scene takes about three minutes per frame. At 30 fps, a 10 second clip would have a total render time of about 15 hours-assuming I'm not using the computer for anything else while I'm rendering.
