“Does this printer have a counter that will require a waste tank replacement or complete unit replacement (similar to the Cannon/Epson machines)? Also is there a way to empty or clean the waste tank?”

I would have to say that I have owned at least 3 HP printers and have never emptied or cleaned a waste tank. HP is just easy. I print a fair number of pages as I am a writer but have never had problems.

It's to see how much you've printed (shown in the Printer Status Report). With the Smart Tank, waste ink is so minimal that tank servicing is not required.
