Yes, I have a MacAir with OS Ventura, IpadPro and IPhone 14. Works with all of them.

Yes, the printer will work just fine with Ventura and your other Apple devices through Air Print. The printer will connect to the 5GHz wireless band-as far as I know, there are no printers that connect directly to a 5G cellular service without going through something like a phone that can be used as a wireless hotspot. It doesn't have a direct wired Internet connection.
