• As long it’s running it’s just a printer so yes it will work

• Yes, it can, but you'll need to update the printer firmware. You'll need to go to https://support.hp.com/us-en/drivers/selfservice/hp-smart-tank-7300-series/2100178736/model/2100178910 and change the detected operating system to MacOS 10.13 if it doesn't automatically select it for you.
