Thank you for your question! The HP Stream is designed primarily for only surfing the web and running the cloud based Office 365 apps. There is no room for many programs. It is likely that a program on your computer has files hidden somewhere or maybe even a program you uninstalled left behind files. The best way to find them is the go through the file manager and right click each folder and view the properties. This will show you the total size of each file. Go through all of them (except the Windows folder) and this will quickly help you track down where all the storage is taken up.
