• Yes, it does support pass through charging. I am able to keep my laptop charged and use a wireless mouse/keyboard at the same time.

• Short answer is no. This has no power adapter. That being said, it will charge any device plugged into one of the ports so long as the parent device has enough power or is plugged into it's own power source.
