Sounds like a powered port problem. Either the USB-C port you're tying into doesn't support power (which would be quite odd) or the power leg of the port is bad. All USB-C ports (Thunderbolt 3) on the Mac are powered and if you have two on Windows PCs there may be one powered and one non-powered.
