“I have returned 3 of these so far and the fourth one does the same thing. whenever the computer is on the fans are super loud even with no app open. why? are the fans terrible? should i replace on the fans or what? someone please explain this. thanks”

The fans are not the quietest but never the less this is probably how it should be.Whether the app is open or closed the fans will run at the same loudness unless you can use the app to change the speed of the fans.If the fans are too loud then replacing them is a choice.
