The unit does not draw 15 amps. The unit is intended to be used with a 15 amp 120 volt AC supply. This is a 700 watt unit meaning it draws about 5.8 amps at 120 volts.

Yeah that would be the initial possible spike. Most people have 15 amp sockets and it wouldn't be allowed to be sold if it was going to melt your sockets or trip your breakers.
