“This is confusing. When you put food in the microwave can’t you set the timer for the amount of time you want it to cook and what percentage? Say I want to steam some vegetables and want it set for 4 minutes at 50%. Can I do this?”

Hi there. Yes, you can set both the cooking time and power level on your Insignia™ 1.1 Cu. Ft. Countertop Microwave. To steam vegetables in your microwave, set the timer for 4 minutes and adjust the power level to 50%. First, press the Time Cook button and enter 4:00 or 04:00 using the number buttons.
