You can use this enclosure to put in a working drive to transfer file from it to another computer

No, your processing software has to be the the same version.

I do not know. My harddrive crashed and bought this for a friend to use. Probably a good idea to ask Best Buy, one of those Geek people.

If the hard drive has not become corrupted or otherwise damaged (i.e., the data is still there) then yes, you can get the user data with the method you identified above -in fact, that is what I used it for.
