“operating instructions I purchase a insignia charger model ns-mb20800 but it did not have a manual. how do I get one? I contacted insignia website and they couldn't find this model to send me a start up guide. please advise thanks adrian”

There is no guide. U charge it up. When all 4 lights are solid its fully charged.

Key things to know is when there's only one light on its 25% or less battery, 2 lights is 50% or less, 3 lights is 75% or less and 4 lights is 100% or less. And do not charge any devices while the battery pack is charging. I received a quick start guid and that's pretty much all it said about it.

The charger is complete when you see all blue squares not blinking anymore. You would then take it off and start using it. There are 3 slots for you to plug your cell phone or iPad in . They are the rectangular slots. The small slot is the one you use to charge the charger. It is really simple.
