• it will charge any item thru a USB port. I do not know of any laptop that charges that way. So I would say no.

• Nope, I tried this on my Apple 12" macbook. Didn't work. Wasted money on buying USB-C to USB-A cable :(

• Provided you had some way to charge that laptop via USB cable yes it would, but most laptops are fitted with proprietary charging plugs.

• Depends on the laptop, it only works with USB. It does not do it quickly, I will say that much. The 12 inch MacBook did not charge while being used.
