Yes. I have used this cable, attaching a Dell XPS 13 Running W8.1 to a D3100 Dock. It ran 3 HD Monitors, KB, Mouse and an External drive. It's a cable. It works.

Yes. Just be sure you're plugging into a USB3 port.
