Hi, Lori. I truly appreciate you reaching out to us with your inquiry. This is a Smart TV and you can definitely watch Netflix on it. As well, all of our TVs are shipped brand new, however, Best Buy sometimes sells some as Open Box items, but they are not refurbished, only previously used. Cesar G. - Insignia Support
