The cable will do it. Whether it plays depends on how smart your "smart" TV is. If your TV will run a regular USB thumb drive, then it should work the hard drive in the same way.

I have a WD 2T external hard drive (USB3) plugged right into my Samsung 50" Smart TV and it reads/plays all my music and videos. However, just because a TV has USB in, doesn't mean it will play ALL file types or any. Check the TV manufacturers specs for compatible video formats. If your TV won't play back video you can plug your MyPassport into a WD TV Live and then pulg that into your TV via HDMI

A smart TV may help or a device like a digital recorder to input into a HDTV. MOst tvs can read cable but not many can see USB from a raw source. Hard drives may locate information on separate portions of the disk and need a directory.
