• When you select the Basic experience Alexa cannot be used. The TV does not have a built-in microphone, the only microphone is on the remote.

• You have to hold a button down on your remote in order to activate Alexa, so yes, you can effectively disable it by never using the feature. The "listening" seems to be done on the remote's end, so the TV won't pick up any audio from you if you're not trying to use Alexa.
