• Yes & yes. Pad plugs into the wall adapter and adapter plugs into the wall. No need to unplug the wall adapter,

• I leave mine plugged in all the time! It needs to be plugged in to charge, so don't unplug it thinking the round piece is relocatable to charge somewhere else. You need the entire unit plugged in and then place your phone on top.
