Quest Link requires a 5Gbps or faster cable. Insignia doesn't specify the data speed this cable supports but since it is only marketed as a charging cable, it almost certainly only supports 480Mbps. If it supported faster speeds, they would say so. So, this cable can be used to charge your Quest 3S but not for Quest Link.
