• A:Answer Quest Link requires a 5Gbps or faster cable. Insignia doesn't specify the data speed this cable supports but since it is only marketed as a charging cable, it almost certainly only supports 480Mbps. If it supported faster speeds, they would say so. So, this cable can be used to charge your Quest 3S but not for Quest Link.

• A:Answer Max wattage isn't everything. If you have a Samsung device it needs to be PPS compliant, not just USB-PD. 60w ≠ PPS but PPS is 60w capable. An e-marker chip must be present which isn't indicated. With it being an in-house brand, who knows.
