“My hdmi port on my tower went out so im running from hdmi tv to display port tower. I am getting a lot of screen tearing. I have a 4k Samsung tv. Is this normal with this product. Videos also try to drop to 720p not 1080p or 4k. Wasn't previously.”

Try much shorter HDMI cable or an alternative DP to HDMI adapter. Signal interpretation quality and cable length matters. Some of these low quality adapters don’t provide enough signal translation and power/bandwidth. Cable length and quality matters for HDMI, no question.
