“Is this a batteryoperated charger fir cellphones? Does it operate without electric power? I'm certain it would have to be charged, but I wanted to be certain it it works during a power outage”

Once it is charged you connect it into your device with a USB wire.

Electric power, is literally it's purpose. It must be recharged after all of the charge is depleted. I recommend you purchase something with a larger capacity for power outrages.
