It makes 9 cubes at a time until the tray is full or out of water. Are you saying it will make that 9 cubes and that's all? If that's the case, it needs to be fixed. Make sure the water is full. There is a 'MAX' line and you can see it when the tray is removed. It's not easy to see the word MAX but it there and if you have enough light, it'll show.
