NO, per the manual. In the Safety Information section it says: "Do not use the mobile battery while charging is in progress". Although you actually CAN do it, it's safer not to. Electrical or overheating problems could possibly occur if you do both at the same time, especially if the charger, or the item being charged, has a defective electrical system.

I believe the manual says not to do that, you may want to charge the portable charger first then plug in your phone to charge. My humble opinion. Hope this helps.
