Yes, they both use a micro USB, I currentlly use it on a Samsung Galaxy 4 and Samsung Tab3

Yes. I used it on a Note4. The cable that's included is the same cable for the Note4.

It charges anything that uses a usb connection, which is pretty much any device today. But, I don't think you will have tremendous success charging large items. Good for charging phones and similar smaller devices.
