“What is the lowest height measurement this will allow with a 65” TV? My cabinet is 35.25” so I need it to be lower than that.”

The height will depend a bit on your TV. You can probably test it out without putting the whole thing together and return it if needed. Put the vertical part in the stand bottom - won't even need screws to do that. The top horizontal brace will be on the top screw holes on your TV. Hold the stand there and see how high up or down the stand will let you go for your TV. Careful - stand is heavy!!
