This stand will not meet your requirements, the lower bar height from the base is 10.95 inches. David M. - Insignia Support

It was very easy to assemble and the good thing about this stand the structure Is awesome. It’s a well built stand it’s not flimsy. It’s all thick metal. You can wall mount, if you don’t do wall mount, the stand base will allow you to raise it high or low. You will need help mounting it on the stand base. All in all excellent TV Stand. I’m very pleased with my choice of stand.
