They will keep charging you whatever your monthly rate is whether you are using the printer or not.

I know you can sign up with more than one printer on your plan so maybe there's a way that they can "turn off" the one that's not in use temporarily and "turn on" the other one. I would definitely contact HP directly to find out if they can be of assistance to you and your printing needs.
