No, it doesn't have to have wifi or app on the phone. You can set it up for days and times, or I just hit the button when I'm walking out the door to go to work. May want to save the $$ and get the slightly cheaper one that doesn't have the wifi.

Both the phone and shark need to be on the wifi network.

From my knowledge, I do not think that you can set up the roomba via bluetooth.

There is a button on it to start and stop the unit without the need for wifi or a device.
