Only if you want to use the app. You can operate it manually by pressing the buttons on the Roomba.

To use it properly, you want to connect to Wi-Fi and use the app. This allows you to schedule cleanings and track the progress of them and how well your vacuum is performing.

It seems that you do need an internet connection and a functioning WiFi network for the initial set up, at least. It does have a button on top to start cleaning manually, but I suspect that it may not function if the Roomba does not detect a WiFi connection (but I’m not willing to shut off my WiFi at the moment to test it).

Technically it will vacuum without an internet connection, but it will never create a map of your floor plan or cover the rooms logically. Instead, it will bounce from wall to wall like a billiard ball until it runs down its battery. You can do this to cover a room or floor of your house that you don't intend to do again, but you would be wasting all of the advanced features this model has to offer.
