“Does the charging case stay on all the time or can you turn it off?”

The charging case is a Battery. You can't "Power it off" When you plug the headphones back into their respected ports they will charge until the light turns off and then thats that. Eventually over time the battery (case) will slowly deplete but not substantially. That's just the way battery packs operate.
