“I want to use the Flip4 to let me know whenever my cellphone (in another room) is ringing. Will the power saving feature defeat this? Can the Flip4 be left permanently plugged in to wall and, if so, will that allow it to always "be on"?”

I wouldnt leave any kind of bluetooth speaker on because of the battery. It needs to be able to turn off because of heating which can deteriorate your battery life.
