Would this hold an ipad 4 mini? null

No, the jaws do not open wide enough.

It will fit a device that is 4” wide. It works with an iPhone 8 Plus, but not much room to spare.

This has a standard 1/4 inch screw on the bottom, like pretty much every other tripod. So, as it is, no. However, I am sure that you can find iPad holders that work with a standard tripod mount, and that should work with this.
