Do you need 2 extra controllers for 4 players? null

Depending on the game each person needs their own joycon or pair of joycons

Depends on the game. Some games (mario party/kart) allow you to use 1 joycon, others require both. If the games require 1, then 2 sets would be sufficient for 4 players
