“I am looking for a stand where the bottom edge of the TV can go as low as 24 " from the floor and can then be lifted up. Will that work with this stand? If not, do you have another stand that will do this?”

Blue, The lowest our stand can go is 40-1/2" measured from the floor to the middle of the TV mounting plate. Assuming the VESA pattern (bolt pattern) is centered on the back of your TV you'd need a 65" TV for the bottom edge to be 24" from the ground.
