Lenovo is incorrect: you can screen record with Windows Game Bar, which has a built-in (limited) video editing feature. You can also edit programs like Word, Excel, etc. For advanced or extensive photo and video editing, however, check the specific software you want to use, or, if you are too lazy to do that, spend the extra money and buy a computer with a separate video card.

With the appropriate app from the Microsoft Store, then you would be able to use screen recording, but it is not native to Windows operating system as a feature. Also, it would depend on the scope of editing you plan on doing. For some, editing may be using tools online via a browser, which doesn't require much processing speed, but if you're editing high resolution images locally on the device, you may want a machine with a more powerful processor and more memory for a smoother experience.
