The two terms are synonymous with each other. It's a basic rig waiting to have a monitor, speakers, mouse, and keyboard plugged in. The hardware orientation probably confused you. Sometimes the ROM trays are vertical or horizontal, maybe even sometimes the case itself is designed to lay flat for a space saver option for cramped office settings. It's typically a personal preference to the user.
