Right click on the Windows 10 desktop screen. Select "personalize" from the window that opens. In the next window select "colors" and make adjustments to your taste. Regarding the Snipping Tool, click on the magnifying glass icon at the bottom left of your Windows 10 screen. Type "Snipping Toll" in the search window. Select "Snipping Tool" from the list. The Snipping Tool shortcut will appear in the taskbar at the bottom of your screen. Right click on the shortcut icon. Select "pin to taskbar" in the window that opens.
