My LG WT7200CW top loader washer still has some water left in the bleach dispenser after the wash is complete. I don’t even use that dispenser at all. Is this normal? null

Yes. It is part of wash cycle even if you do not use bleach.

It is normal for some residual water to remain in your dispenser tray after each wash. However, this tray should not be filled completely with water.
