I have a Dell Inspirion - DVD burner worked perfectly for years, not any more. It does play music CD's and videos, but won't burn. This desktop is not connected to the internet. Do I have to be connected to make this unit run, or to download software? null

No. All you should need is a USB port. Should be plug-and-play for a Dell, but if not it comes with software on DVD.
