I’m not sure what the limits are on the M1 Mac but on my Asus TUF gaming laptop it’s at full resolution and refresh rate over usb-C/Display port using a usb C to display port cable.

Monitor 27GP83-B has a recommended resolution of 2560 x 1440 @ 144Hz via HDMI and 2560 x 1440 @ 165Hz via DisplayPort. Not sure how an adapter may impact performance.
