It may contribute to a degraded speed since you basically will have more devices running through it than was originally intended. It's kind of like how you notice changes in your cable internet speeds after the kids get off the bus at the end of the day, everything slows down.

Even though one switch might be working, if the upstream switch between the working switch and the router supporting the connection goes out of service, that failure will take off line any devices that are downstream if you don't have redundancy built in somewhere else. Better to connect your switch directly to a router port if possible.
