Interesting because after I posted this question, I actually chatted with a Linksys tech person on their website. Was told no I don't need a phone, that it can be installed using a computer and was given a link for the instructions that told how to use the computer to install. Wondering who these "Linksys tech" people are who are acting like authorities when they're not.

Sorry, there was a problem. Please try again later.You do not “need” a phone (or tablet) to set up this router, but (to me) it makes it easier. You can connect to the router through the URL “http://linksyssmartwifi.com/“, and set everything up that way. The interface is a little different from the app (in fact it’s slightly different from a tablet than from a laptop), but it’s nothing particularly important. When you access the router this way, it starts by prompting you to download the app - with QR codes for both the iOS and Android versions. But for me, using my phone to do the set up made it smoother and easier.
