No. To do that turn on hotspot on your tablet then go to your tv, select settings then network you will see your tablet's name choose that. Your tablet will give you a password type that Password in on your tv and it will connect. (connecting firestick .apple tv or roku to your tablet works the same way except use the network settings on the streaming device and not the tv )

You purchase the data plan you desire. The data would probably get used up pretty quickly for streaming.

Depends on what your trying to do but likely based off your question no. Smart TV either has a wifi connection already or if it's older a ether net port built in. Your tablet hot spot shouldn't need an adapter like this.
