“Can this be accessed & configured via a Desktop Browser with NO 3rd party accounts/subscriptions required? I want to be able to plug in Ethernet cable, open a desktop browser, enter gateway IP, login with local credentials and access all configurations.”

yes you can go to 192.168.1.1 and go from there
